The NWT government says it is expanding eligibility criteria for income assistance to include people applying for permanent residency on humanitarian or compassionate grounds.

The territory announced the change in a Thursday afternoon press release, saying it reflects a commitment to support people who have made the NWT home, even as they navigate the formal immigration process.

“It ensures that vulnerable residents are not left behind and aligns with both our values as a territory and Canada’s humanitarian principles,” the press release stated.

“Expanding eligibility criteria will assist people in the NWT with the financial assistance they need to fully participate in community life and to share in the opportunities available to them.”

The Department of Education, Culture and Employment said it has been monitoring previous enhancements to income assistance programs to ensure they are meeting the needs of NWT residents.

The territorial government launched a new income assistance program for seniors and people with disabilities, among other improvements, in July 2024.

A 2022 report had found high levels of dissatisfaction with previous income assistance programming.

The department said on Thursday that since the start of this month, seniors and people with disabilities have had the option to apply to either the income assistance program or income assistance for seniors and persons with disabilities.

“This person-centred change in approach affirms individuals’ right to determine which program aligns best with their unique needs and circumstances,” the department stated.
