RCMP charge BDEC employee with ‘multiple sexual offences’

Police in Inuvik say they have charged a Beaufort Delta Education Council staff member with “multiple sexual offences” alleged to have taken place between 2018 and 2020.

In a news release, RCMP said the alleged offences occurred in Inuvik and Ulukhaktok.

Richard Steven McKinnon, a 44-year-old listed as an assistant superintendent on BDEC’s website, was arrested on Monday, police stated.

RCMP said McKinnon faces charges of sexual interference, invitation to sexual touching, two counts of sexual assault, two counts of sexual exploitation, assault, breach of trust, and making sexually explicit material available to a child.

The charges have not yet been tested in court and McKinnon is assumed innocent until proven guilty. Police said he is next due in Territorial Court on September 24 in Inuvik.

“Investigators feel that due to the nature of the McKinnon’s position in these communities, there may be additional victims,” RCMP stated.

“Anyone who feels they could be a victim, or has concerns about someone else who could be a victim, is encouraged to contact your local RCMP detachment or police of jurisdiction or Crime Stoppers.”

Police stressed that anyone who wants to speak with police “can contact them and discuss an incident before deciding to further participate in the investigation and court process.”
