NWT’s public housing smoking ban reaches final stage

Housing NWT’s ban on smoking in its properties is now fully implemented, the territorial government said this week, after a phased introduction.

The ban was announced in March 2025 and a rollout had begun in some units by June of this year, but existing tenants were given a grace period to adapt.

“As of today, smoking is no longer permitted in all Housing NWT owned-and-operated units, including social housing,” the territory stated on Wednesday.

“This new policy helps protect the health and safety of residents, especially children, Elders, and those living with health conditions like asthma. It will keep buildings safer and, in addition to residents, will also protect GNWT staff, local housing organization employees and contractors who work in these units.

“Importantly, the policy also aims to lower the risk of fires and reduce damage and maintenance costs over time.”

The rule does not apply to the ceremonial or cultural use of tobacco, the GNWT stated, and designated smoking areas have been established.

“This policy does not require tenants to quit smoking, but it does mean smoking must take place outside of units, at least three metres away from any entrance,” Wednesday’s news release continued.

“It is understandable if this change is hard for some tenants. The implementation approach will focus on education and support, ensuring that tenants are fully informed about the ban and its benefits.

“Staff will share information and connect tenants with resources to help them adjust and avoid penalties. Evictions will only be considered as a last resort.”

The territory says it is the last jurisdiction in Canada to implement smoking restrictions in social housing.
